1. CONGRESS & GRASSROOTS! Senator Merkley suggested a bi-cameral (House & Senate) joint briefing every 3 weeks for the grassroots, as was done on healthcare. This opens the flow of information to empower outside action.
2. NATIONAL CLIMATE COALITION-of-COALITIONS. The Major Enviros are supportive of forming a National Climate Coalition Infrastructure of some kind, and were already discussing this idea. We learned about the existing framework of “5 Tables”. And now the task is to formalize a coalition, expand it to all groups, and staff it up for concerted legislative strategy and action!
3. SCIENTISTS & POLICY GHG CALCULATIONS. MIT & Project Drawdown are willing to establish a Scientific Advisory Committee to assess the GHG reduction impacts of proposed legislation. This is huge! A clear measurement on this front is critical to knowing if what we’re fighting for will work, and to helping us transcend policy disagreements! EJ & JT lenses will also be applied in any drafting process.
4. COMPREHENSIVE CLIMATE BILL from CIVIL SOCIETY. There was broad support from Congress & Big Groups for crafting a Comprehensive Climate Bill in community through an open and transparent process. The OFF Act team (400+ groups) is excited to be one base for this, and other bills are in the works. The USCAN’s Vision for Equitable Climate Action (VECA) and the CC Policy Digest, plus our work on “what’s missing” – combined with MIT/Drawdown’s analysis – could get us a great bill!
5. IMMEDIATE NEXT STEPS & BILLS TO LOBBY NOW! For immediate action, please have your Legislative Directors review the 2020 Climate BIll Package, and the Policy Digest, and send along any bills they have in the works to add to the Package. And your local group is invited to adopt your Congressional District, and join the CCP Network seeking co-sponsors on the Package, as a precursor to a big bill!
