The City is saying there are no significant impacts from the proposed Confluence Parkway and the Environmental Assessment is adequate to make the decision. An Environmental Impact Statement is not needed. I can think of impacts to Special Status Fish and Wildlife that have not been considered in detail. Effects on bald eagles and listed salmon and steelhead. Comments are being taken at this time. The FONSI can be appealed. The City is saying it is a judicial appeal. Not sure if that means an appeal is first heard by the Hearing Examiner or is pushed into a court appeal. Usually, the Examiner hears the appeal first. is your opportunity to comment on the FONSI and have input on whether it is the correct call. Should a Environmental Impact Statement be done ? The best way to know is to look at the Environmental Assessment and see if it adequately analyzes effects on many environmental issues. Proposal: The proposal is to create a new bypass corridor to SR 285 (North Wenatchee Avenue) in Wenatchee, Washington, called the Confluence Parkway Project. The new bypass corridor would provide needed capacity for general purpose, freight, non-motorized (pedestrian and bicycle), and public transit traffic. The Confluence Parkway is planned as a new two‐lane arterial street that would begin at the existing U.S. Highway 2/ Euclid Avenue interchange, cross the Wenatchee River on a new bridge, and extend south to the intersection of North Miller Street and SR 285/North Wenatchee Avenue.

The FONSI is the Federal Highway Administration’s determination of the environmental analysis that evaluated the project and alternatives. Additionally, the FONSI addresses public comments made on the Environmental Assessment, Technical Appendices and Individual Section 4(f) Evaluation. The FONSI conveys information to the public and project decision makers so well-informed decisions can be made. These documents meet the City of Wenatchee’s environmental review needs for the current proposal and will accompany the proposal to the decision maker for project development and implementation.
The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This determination was made upon a review of the environmental analysis prepared under the National Environmental Policy Act and the information and materials adopted by this notice and on file with the City of Wenatchee. The lead agency has determined that the requirements of WAC 197-11-610(2) have been met and an environmental checklist was not required. This information is available to the public on request.
